Fire Safety Norms as per NBC 2016 – Part 4: Fire and Life Safety

At Afroz Civil, we ensure your projects comply with the National Building Code (NBC) 2016, Part 4 – Fire and Life Safety. This guide outlines mandatory provisions for fire prevention, protection, and safe evacuation, designed for architects, engineers, and developers.

1. Building Classification by Occupancy

Buildings are categorized by their use, each requiring specific fire safety measures:

  • Group A: Residential
  • Group B: Educational
  • Group C: Institutional
  • Group D: Assembly
  • Group E: Business
  • Group F: Mercantile
  • Group G: Industrial
  • Group H: Storage
  • Group I: Hazardous

2. Fire Zones

Cities are divided into three fire zones based on fire load and population density:

  • Zone I: Low fire hazard (rural areas)
  • Zone II: Moderate fire hazard (urban areas)
  • Zone III: High fire hazard (industrial/dense urban areas)

Construction materials and methods vary by zone to minimize risks.

3. Fire Prevention and Protection

a) Open Spaces

Buildings over 15 m require a 6 m wide access road for fire tenders.

b) Setbacks and Fire Tender Access

High-rise buildings need a continuous 6 m setback with a minimum 9 m turning radius for fire vehicles.

c) Height-Based Requirements

  • >15 m: Wet riser, underground water tank, fire pump.
  • >24 m: Automatic sprinkler system.
  • >45 m: Fire lifts, pressurized staircases, refuge areas.

d) Exit Requirements

Buildings above 15 m require at least two staircases. Exits must be clearly marked, illuminated, and unobstructed.

4. Means of Egress (Evacuation)

  • Staircase Width:
    • Residential: 1.0 m
    • Assembly: 1.5–2.0 m
  • Travel Distance:
    • With sprinklers: 45 m
    • Without sprinklers: 30 m

Corridors, door swing directions, and emergency signage must comply with NBC standards.

5. Fire Protection Systems

Fire safety systems vary by building height and occupancy:

Building Height Mandatory Systems
>15 m Wet riser, underground tank, fire pump
>24 m Automatic sprinkler system
>45 m Fire lift, pressurized staircases, refuge area

Essential Systems:

  • Fire alarms and detection
  • Hose reels and hydrants
  • Wet riser systems
  • Automatic sprinklers
  • Fire extinguishers
  • Standby power supply

6. Fire Command Centre

For buildings over 60 m:

  • Located on the entrance floor.
  • Equipped with public address systems, CCTV, alarm panels, and emergency lighting.

7. Electrical Fire Safety

  • Fire-sealed electrical shafts.
  • Use of FRLS/FRLSZH cables.
  • No flammable materials in electrical rooms.
  • Dedicated power backup for fire systems.

Refer to IS 1646 for detailed guidelines.

8. Fire-Resistant Materials

Structural elements (walls, floors, doors) must have fire resistance ratings of 1, 2, or 4 hours to ensure integrity during evacuation.

9. Refuge Area

  • Mandatory for buildings over 24 m.
  • Minimum size: 15 m² or 0.3 m² per person (whichever is larger).
  • Accessible via fire-safe staircases and clearly marked.

10. Testing, Maintenance, and Certification

  • Periodic testing and maintenance by qualified professionals.
  • Inspection by authorities before occupancy certificate issuance.
  • Mandatory Fire Safety Certificate for compliance.

11. Fire Drills and Evacuation Plans

  • Mandatory for institutional and high-rise commercial buildings.
  • Conduct drills every 6 months.
  • Display fire action plans at key locations.

What is Chair Reinforcement in Building Construction ?

Chair Bar Guidelines for Reinforcement Chair Bar Guidelines for Reinforcement (As per IS Code) 1. Purpose of Chair Bars Chair bars are used to hold the reinforcement bars in position during construction to prevent displacement while pouring concrete. They ensure the required spacing is maintained between the top and bottom reinforcement bars as per design specifications. 2. Spacing of Chair Bars As per IS 456:2000 – Plain and Reinforced Concrete Code of Practice : Chair bars should be spaced at nominal 1000 mm centers , unless specified otherwise. For heavily reinforced slabs or where vibration may cause displacement, spacing can be reduced to 600-800 mm . 3. Diameter of Chair Bars As per IS 2502:1963 : The diameter of a chair bar is recommended as hc/50 , where hc is the clear cover. The diameter should not be less tha...
