Fire Safety Norms as per NBC 2016 – Part 4: Fire and Life Safety

2. Fire Zones

Cities are divided into three fire zones based on fire load and population density:

  • Zone I: Low fire hazard (rural areas)
  • Zone II: Moderate fire hazard (urban areas)
  • Zone III: High fire hazard (industrial/dense urban areas)

Construction materials and methods vary by zone to minimize risks.

3. Fire Prevention and Protection

a) Open Spaces

Buildings over 15 m require a 6 m wide access road for fire tenders.

b) Setbacks and Fire Tender Access

High-rise buildings need a continuous 6 m setback with a minimum 9 m turning radius for fire vehicles.

c) Height-Based Requirements

  • >15 m: Wet riser, underground water tank, fire pump.
  • >24 m: Automatic sprinkler system.
  • >45 m: Fire lifts, pressurized staircases, refuge areas.

d) Exit Requirements

Buildings above 15 m require at least two staircases. Exits must be clearly marked, illuminated, and unobstructed.

4. Means of Egress (Evacuation)

  • Staircase Width:
    • Residential: 1.0 m
    • Assembly: 1.5–2.0 m
  • Travel Distance:
    • With sprinklers: 45 m
    • Without sprinklers: 30 m

Corridors, door swing directions, and emergency signage must comply with NBC standards.

5. Fire Protection Systems

Fire safety systems vary by building height and occupancy:

9. Refuge Area

  • Minimum size: 15 m² or 0.3 m² per person (whichever is larger).
  • Accessible via fire-safe staircases and clearly marked.

10. Testing, Maintenance, and Certification

  • Periodic testing and maintenance by qualified professionals.
  • Inspection by authorities before occupancy certificate issuance.
  • Mandatory Fire Safety Certificate for compliance.

11. Fire Drills and Evacuation Plans

  • Mandatory for institutional and high-rise commercial buildings.
  • Conduct drills every 6 months.
